Mtokufa (Mm-Toe-Coo-Fah) Ngwenya (Ing-Gwen-Yah) is the Senior Director of Government Affairs at CityHealth. Mtokufa brings more than a decade of experience in government affairs, public policy, and strategic leadership across the public and private sectors.

Mtokufa began his career at the Council of State Governments and Personify Corp, where he supported innovation and strategy for associations and nonprofits, developing an early foundation in how organizations navigate policy environments and build influence. He then entered public service with the District of Columbia Homeland Security and Emergency Management Agency, where he deepened his expertise in strategic communications and operational leadership across government stakeholders.

At the Council of the District of Columbia, Mtokufa served as Chief of Staff, a role that placed him at the center of consequential decisions affecting District residents. There he built the core skills that have defined his career: translating policy into action, cultivating coalitions across sectors, and earning the trust of elected officials, community leaders, and institutional partners alike. Most recently, as Partner and Government Affairs Lead at Access Tab, a Washington, DC commercial real estate and sustainable development firm, he led strategic operations and directed complex initiatives requiring the same blend of policy fluency and relationship-driven leadership he now brings to CityHealth.

Mtokufa holds a Bachelor of Science in Criminal Justice from the University of Maryland, College Park.
