Position Overview – What You’ll Do

Reporting to the Senior Program Officer, you will have an unparalleled opportunity to contribute to a fast-paced, big-thinking, mission-driven organization. This unique role directly supports and influences the work of one of the nation’s leading health philanthropies.

The Program Officer (PO) supports the Foundation’s program, evaluation, research, and learning efforts. This role assesses progress toward specific programmatic goals, outcomes, and advancement of the Foundation’s overall goals. The PO works with Foundation staff, grantees, and partners, as necessary, to formulate logic models, drive program strategy, define learning objectives, and assess progress toward stated goals. This role uses qualitative and quantitative data to support continued funding and explore the impact of the Foundation’s grantmaking. The PO plays a role in all grantmaking and internal program activities, including partnership management, to ensure that appropriate metrics and processes are in place at the inception of all Foundation-funded projects. In addition to program management, this role supports strategic and tactical efforts to achieve grantee, portfolio, and Foundation-level goals, and provides technical assistance to grantees and staff as needed. The PO is also responsible for advancing and contributing to the Foundation’s research agenda by ensuring that all Foundation research-oriented projects are conducted, analyzed, and reported rigorously.

Responsibilities and Opportunities

Your day-to-day work will include activities such as:

  • Contribute to the design and refinement of Foundation initiatives by conducting and reviewing research, evaluation findings, and trends; identifying challenges and opportunities within public health; and applying evidence to support programmatic decision-making.
  • Identify knowledge gaps within the Foundation’s focus areas and support the design, management, and dissemination of research and evaluation projects that generate practical insights for public health practitioners and policymakers.
  • Present and advocate for promising new programs and opportunities to support ongoing research and evaluation efforts to the Foundation’s Program Committee and Board as needed.
  • Support the review, evaluation, and selection of grantees by assessing proposals, organizational capacity, and alignment with strategic priorities to inform funding decisions and maximize program impact.
  • Provide technical assistance to Foundation staff across departments on research, evaluation, and learning activities.
  • Evaluate grantees’ monitoring and evaluation plans, tools, and capabilities to ensure effective measurement of progress and demonstration of impact.
  • Design and support internal or external partners in the completion of research and evaluations to assess the progress and performance of complex multiyear projects.
  • Analyze research and evaluation results and present findings to relevant partners clearly and succinctly.
  • Promote an approach to evaluation that informs decision making, centers equity, improves program performance, and promotes learning.
  • Develop and implement strategies and systems for knowledge management to track and measure key metrics that gauge the overall performance of the Foundation and each of the Foundation’s portfolio areas.
  • Support the Senior Program Officer in day-to-day General Program Team Operations, including project management, meetings, technology, and logistic support.
  • Preparing meeting agendas and managing follow-up on internal and external meetings. When needed, leading meetings and following up with the relevant parties.

The ideal candidate will possess the attributes above, along with many of the following professional abilities and experience.

  • Completion of an advanced degree (e.g., MA, MPH, MPP, MPA, MJ, MBA, DrPH, PhD) and 5-7+ years of relevant experience; terminal degree in health or health care-related field or equivalent experience preferred.
  • Depth and breadth of knowledge of evaluation and learning approaches as represented by responsibility for design and implementation of a broad range of applied evaluation tools, methodologies, and techniques.
  • Experience with research design and qualitative techniques such as the use of focus groups, interviews, and case studies.
  • Experience implementing complex research studies and academic publishing in peer-reviewed journals.
  • Familiarity with secondary public health data sources and quantitative analytical methods, or demonstrated experience applying quantitative methods, is preferred. Experience with multilevel modeling is a plus.
  • Demonstrated ability to work collaboratively with internal staff and external evaluators and to draw meaningful conclusions from evaluation findings.
  • Demonstrated flexibility in adapting analytical methods and approaches to meet evolving project needs.
  • Knowledge and experience supporting the governmental public health workforce, including public health workforce research and programming.
  • Demonstrated experience managing or assisting with programmatic evaluations.
  • Strong written and oral communication skills, including the ability to work with all levels of the organization and to convey technical concepts to non-technical staff.
  • Ability to synthesize findings for audiences of varying evaluation knowledge.
  • Demonstrated proficiency using data management, statistical analysis, and qualitative research software, including Qualtrics, SPSS, Stata, SAS, or R, and NVivo or Atlas TI. Experience with GIS software is a plus.
  • Strong project management skills. Demonstrated ability to meet multiple deadlines by maintaining a high level of organization.  Able to move quickly from one project to another, marshal resources, and manage expectations and timelines to achieve results. Experience with Asana is a plus.
  • Quick-thinking, creative, flexible, and entrepreneurial. Able to work independently and autonomously to effectively analyze issues; think imaginatively about opportunities; identify potential connections; and respond with novel and innovative approaches to addressing an issue.
  • Demonstrated ability to build and maintain collaborative relationships across diverse stakeholders while fostering accountability, transparency, and positive outcomes.
  • Strong conceptual, analytical, and strategic thinking skills, with the ability to approach complex challenges with empathy, sound judgment, and a solutions-oriented mindset.

Compensation and Benefits

This is a full-time position based in Bethesda, Maryland, just outside of Washington, DC. de Beaumont follows a hybrid work model, with local employees expected to work from the Bethesda office at least two days each week and attend the Foundation’s monthly All-Staff meeting in person.

The compensation offered for this role is competitive and commensurate with the selected candidate’s qualifications and experience. The salary range for this position is $115,000 – $120,000.  In addition to competitive compensation, the Foundation offers a comprehensive benefits package that includes 100% employer-paid medical coverage for employees, a monthly dependent care stipend for eligible staff, a 5% non-elective employer contribution to the Foundation’s 401(k) retirement plan, commuter and parking benefits, 14 weeks of paid parental leave, generous paid time off, and a robust health and wellness program.
